Vice President of AdministrationJon SofleyNorth Richland Hills Police DepartmentA native of North Carolina, Jon Sofley received his Bachelors of Science in Criminal Justice (2003) and a Masters of Public Affairs (2005) from Western Carolina University. Upon graduation, Jon moved to Texas and accepted a job with the Austin Police Department where he worked in the Southwest, Central West, and Downtown area commands during his tenure. In 2010, Jon accepted a position with the Dallas Independent School District Police Department to create a Crime Analysis and Planning position where he is planner, analyst, and custodian of records for the department to name a few of his duties. In 2021 he joined the North Richland Hills Police Department as their new Crime Management Analyst. In this new role he is completely rebooting the crime analysis program into a data driven policing model. His biggest duty with TXLEAN is planning and managing all TXLEAN trainings with the TXLEAN Training Committee. When he's not working, Jon enjoys seeing new and classic movies, baking, traveling and spending time with his family which includes his only child, a rescued bull mastiff/hound mixed breed dog named Sarge. Sarge's hobbies include sleeping, playing, laying on the couch, and drooling everywhere as protects the house from cats and squirrels. |  |

Heather LaneGrand Prairie Police DepartmentTraining Committee Assistant ChairwomanHeather L. Lane is currently one of three Criminal Intelligence Analysts working for the Grand Prairie Texas Police Department. She comes from a police family and has worked in law enforcement since 1990, with the last 13 years working as a Crime Analyst. Prior to that, she worked as Crime Scene Investigator for the Kansas City Missouri Police Department. After being a CSI, Heather relocated from Kansas City to North Texas and was hired by the Mansfield Texas Police Department to start their Crime Analysis Unit. After being introduced to GIS for producing actionable intelligence in crime fighting methodologies, she acquired a degree in Geographical Information Systems (GIS) and a certificate in GIS Programming. Heather currently serves on the TXLEAN training committee because she enjoys teaching and helping others learn and improve valuable skill sets. Heather and her husband Blake, currently enjoy the Texas country life on 20+ acres with her two horses, five Texas Longhorns, two Australian Cattle Dogs and one feisty barn cat named Lugnut. |

Kyle RichardsTexas Department of Public SafetyKyle G. Richards is assigned to the Central-Texas Regional Headquarters under the Intelligence & Counterterrorism Division for the Texas Department of Public Safety (TXDPS). Kyle hails from San Antonio, Texas where he entered the Air Force 2001, prior to the events on September 11th. He graduated from the USAF Security Forces Academy at Lackland AFB, Texas as a military policeman, and was later laterally retrained as a military working dog handler. In the latter half of his military career, Kyle transitioned into military intelligence, specializing in signals and geospatial intelligence disciplines. As an intelligence professional, he was assigned to numerous agencies, in both analytical and liaison roles, focusing on foreign intelligence, domestic threats, and transnational organized crime involving numerous theaters of operation. Kyle also served as adjunct faculty, teaching various concepts of problem-solving and mitigation of cognitive biases and logical fallacies, for the National Security Agency. Following his military retirement in the Fall of 2021, Kyle began his career with TXDPS, where he is responsible for 43 counties that comprise the Central-Texas region. In the course of his duties, Kyle works with Texas Highway Patrol and Texas Department of Transportation to conduct descriptive, diagnostic, and predictive analysis regarding highway safety. Additionally, he supports all law enforcement divisions within TXDPS to evaluate crime trends, provide case support, conduct open-source research, and augments support to the Texas Anti-Gang – San Antonio center as needed. Kyle has an extensive background in security, counterterrorism, project management, defense and law enforcement intelligence, data analytics, and problem-solving. He is proud to have served his nation and continues to serve the people of Texas. |
